他首先回顾和追溯国际摄联与中国摄影界交往的历史，是从1981年中国摄影家协会正式被批准加入国际摄联开始的，并先后与中国摄影家协会共同在深圳和成都举办过国际摄联代表大会。从2008年第二届济南国际摄影双年展开始，国际摄联与山东工艺美术学院便有了密切的合作，几乎每一届双年展都有数百位各国摄影师参展，国际摄联的很多优秀摄影师还荣幸地成为了山东工艺美术学院的客座教授。
First of all, he recalled and traced the history of FIPRESCI's interaction with the Chinese photography sector, starting from 1981 when the Chinese Photographers' Association (CPA) was formally approved to join FIPRESCI, and co-organized the FIPRESCI Congresses in Shenzhen and Chengdu with the CPA successively. Since the 2nd Jinan International Photography Biennale in 2008, FIP and Shandong University of Art and Design (SUAD) have been closely cooperating, with hundreds of photographers from different countries participating in almost every Biennale, and many outstanding photographers from FIP have the honor to become visiting professors of SUAD.
更令人难忘的是八年前，曾毅教授带着他的团队在首尔成功申办并获得了第五届世界摄影大会的主办权。2017年的8月8日，国际摄联与山东省人民政府共同主办的第五届世界摄影大会在济南泉城广场隆重开幕，来自43个国家的330多位摄影师齐聚孔子故乡，历时一周拍遍了齐鲁大地的八个城市，并成为了国际摄联历史上最成功、最有影响的一次奥林匹克国际摄影盛会，这一事件将永远铭刻在国际摄联的悠久历史里。
What is more memorable is that eight years ago, Professor Zeng Yi with his team in Seoul successfully bid for and won the hosting right of the 5th World Photography Congress. On 8 August 2017, the 5th World Photography Congress co-hosted by FIPRESCI and Shandong Provincial People's Government was grandly opened at Quan Cheng Square in Jinan. More than 330 photographers from 43 countries gathered in the hometown of Confucius, and spent a week photographing all the eight cities in Shandong and became the most successful international photography event in the history of FIPRESCI. It was the most successful and influential international photography event in the history of FIPRESCI, and this event will always be engraved in the long history of FIPRESCI.
众所周知，世界摄影大会作为国际摄联具有独立知识产权的国际品牌，每两年在不同国家举办一次。之前已先后在意大利、希腊、印度尼西亚、古巴、中国（山东）、摩洛哥、阿曼、西班牙举办了八届。第九届世界大会将于2025年举办，现在已有包括中国在内的一些国家的不少城市开始申办，这将于今年11月1日在印度举办的37届国际摄联代表大会上投票通过，来决定第九届世界摄影大会的举办城市，最终花落谁家，还要看大会表决情况才能揭晓。
As we all know, the World Photography Congress, as an international brand of FIPRESCI with independent intellectual property rights, is held in different countries every two years. Eight editions have been held in Italy, Greece, Indonesia, Cuba, China (Shandong), Morocco, Oman and Spain. The ninth World Congress will be held in 2025; now there are a number of cities in some countries, including China, began to bid, which will be held in India on 1 November this year in the 37th session of the FIPRESCI General Assembly voted to decide the ninth World Photography Congress of the host city, and ultimately the final winner, but also to see the General Assembly vote to be unveiled.

China is a big country for photography, and the establishment of an office in China is a necessity for the development of photography. It is an important decision made by the Board of Directors of FIPRESCI after a long period of understanding and research, and is highly valued and strongly supported by the Chinese government. FIPO China (Jinan) Office is the only office set up by FIPO in the world, marking a historic prelude to the in-depth co-operation between FIPO and China, and the landing of the office in Jinan, China has become a focus of great attention for the global photography community.
鉴于国际摄联在国际上所发挥的重要作用，以及国际摄联在中国设立办事处的决定，去年10月我有幸成为唯一受邀在中国北京参加第三届“一带一路”国际高峰论坛的国际摄影组织领导人，并认真聆听了习近平主席关于“建设开放包容、互联互通、共同发展的世界”的重要演讲。毫无疑问，这对我们所有人来说，是一个绝佳的机会。
In view of the important role played by FIPRESCI in the international arena and the decision of FIPRESCI to set up an office in China, I was honored to be the only leader of an international photographic organization invited to attend the 3rd Belt and Road International Summit in Beijing, China, in October last year, and listened attentively to the important speech of President Xi Jinping on the theme “Building an Open, Inclusive, Interconnected and Co-developmental World”. There is no doubt that this is a great opportunity for all of us.

The landing of the FIPO China Office in Jinan is a historic milestone in China's international exchanges and co-operation, marking a brand-new stage in the deep exchanges and comprehensive co-operation between FIPO and China. 办事处成立之后，今年12月国际摄联将与山东省委宣传部共同举办“机遇中国·活力山东”国际摄影季活动。这是一个十分重要的国际合作项目，已得到中央部门的高度关注，届时我将率国际摄联最有才华的优秀摄影师再次来到山东，在这里举行启动仪式和第一季的拍摄活动，开始在齐鲁大地这片神奇土地上的摄影之旅，并将分四季持续一年的时间来完成这一重大的系列工程。
After the establishment of the office, in December this year, FIPRESCI and the Propaganda Department of the Shandong Provincial Party Committee will jointly organize the “Opportunity China - Vibrant Shandong” International Photography Season. More than 1,000 works from 12 exhibitions of the 10th Jinan International Photography Biennale were displayed at the Art Museum of Shandong University of Art and Design, the FIAP Permanent Exhibition Centre and the Yantai Bajiao Bay International Convention and Exhibition Centre. Among them, the “‘World Cup’ International Photography Competition for University Students Award-winning Works Exhibition” displayed the award-winning works of students from Sri Lanka, Oman, Iran, Russia, Egypt, Indonesia and other countries, which are selected from more than 8,000 entries from more than 200 colleges and universities and more than 1,000 university students from more than 50 countries. The “Dialogue of Civilizations between the Yellow River and the Nile -- China-Africa Photography Exhibition” takes the dialogue of civilizations between the world-famous Yellow River and the Nile, the two mother rivers of China and Africa, as the background, showing the history, culture, geography and folklore of the areas related to the two rivers on the ground of China and Africa in multiple dimensions and perspectives. The MFIAP Exhibition features the outstanding photography works of seven world masters of photography from Russia, Finland, Holland, Ukraine, Spain, Italy and other countries that will be awarded by FIPRESCI from 2018 to 2024. Meanwhile, there are also photographic exhibitions from different countries, such as Photographic Society of America (PSA) Members' Photographic Works Exhibition and Indonesian Federation of Photography Excellent Photographic Works Exhibition, making their debut in China.

Since its inception in 2006, the Jinan International Photography Biennale has gone through 18 years of glorious journey. With the strong support of domestic and international photographic organizations, especially the International Federation of Photographic Art (FIAP), the Jinan International Photography Biennale has made outstanding contributions to promoting the internationalization of Chinese photography, and has become one of the most important and influential photographic events in China's photographic industry. Jinan International Photography Biennale has always adhered to the tenet of “academization, internationalization, specialization and documentation”, and has always emphasized the parallel development of image display, academic research and theoretical exploration, forming a “trinity” of exhibition, academics and achievements, thus becoming a unique and distinctive event in the Chinese photography industry.
18年来，在近百位国内外策展人的积极参与配合下，先后举办了360多项极具国际化水准的展览，有两千多位国内外摄影师和大学生参展。在这些专项展览中，既有摄影史上著名的国际摄影大师，也有各种流派的代表人物；既有当代最活跃、最具影响力的摄影艺术名家，也有国内外崭露头角的摄影新锐。同时，双年展还主动搭建交流互动平台，通过各种研讨会、对话会和学术论坛，让国际摄影大师与青年摄影新锐齐聚一堂，共同探讨摄影艺术的发展与未来，为中国摄影艺术理论建设提供了有力支撑。
Over the past 18 years, with the active participation of nearly 100 curators from home and abroad, more than 360 exhibitions of international standard have been held, with more than 2,000 domestic and foreign photographers and university students participating in them. In these special exhibitions, there are famous international photography masters in the history of photography, as well as representatives of various genres; there are the most active and influential contemporary photographic artists, as well as emerging photography talents at home and abroad. At the same time, the Biennale also takes the initiative to build a platform for communication and interaction, and through various seminars, dialogues and academic forums, international photography masters and young photography newcomers gather together to discuss the development and future of photography art, which provides a strong support for the theoretical construction of China's photography art.
多年来，双年展非常重视对青年摄影师的培养和扶持，不仅设置了专门的青年摄影师探索与实验项目，还组织实施了“青年摄影师资助计划”，让一批又一批优秀青年摄影师脱颖而出，使他们成为了中国摄影界新生的中坚力量，济南国际摄影双年展也因此被人们誉为“青年摄影师成长的摇篮”。

Jinan International Photography Biennale is also committed to academic research, theoretical exploration and documentation of photographic art, and has not only edited and published the journals or special issues of the biennale, but also launched a series of academic works that have had a wide influence in the photography industry.
